Bottom site title can be modified by simply going to the style.css.
In your site's dashboard go to Appearance > Editor > select style.css to edit. Scroll down and look for the code shown in the image below.
To show the bottom site title a bit higher change the number for "top". To remove the dashed line below the site title just replace 1px to 0px for "border-bottom". You can also adjust the font size if they are too big when viewed on a mobile device.
Don't forget to click the "Update File" button to save updates.
